In accordance with the recently implemented New Public Service Rule, which requires Directors in Ministries, Departments, and Agencies who have served eight years in their current positions to exit the service, the Niger Delta Development Commission (NDDC) has taken action.
A total of 13 Directors within the NDDC have been instructed to promptly initiate the handover process to the most senior officers within their respective units.
A memorandum dated August 14, 2023, marked as NDDC/HQ/MD/ADM/001/23/65, was issued by Samuel Ogbuku, the Managing Director of the Commission, and addressed to Ibitoye Ayodele Abosede, who holds the position of Director of Corporate Affairs and is one of the affected Directors.
The memorandum underscored the necessity of adhering to the Federal Government’s directive, as outlined in the Head of the Civil Service of the Federation Circular No. HCSF/SPSO/268/T3/2/37 issued on July 27, 2023.
The subject of the memorandum, titled “Implementation of 8 years tenure policy for Directors,” was accompanied by a clear message:
“I am writing to bring your attention to the Head of the Civil Service of the Federation Circular No. HCSF/SPSO/268/T3/2/37 dated 27th July, 2023, pertaining to the implementation of the aforementioned policy.
“In light of this, you are hereby directed to adhere to the eight (8) years retirement policy for Directors, in line with PSR 020909.
“In view of the above, you are requested to initiate the handover process to the senior officer within your Directorate/Department and simultaneously send a copy of your handover notes to the office of the Managing Director/Chief Executive Officer with immediate effect.
“We extend our best wishes to you in all your future undertakings.
“Please accept my sincere regards.”
It is important to note that these Directors, given the timeline of their last promotions, were initially expected to have left the service in accordance with a memo from the Head of the Civil Service of the Federation, Mrs. Folasade Yemi-Esan.
However, they opted to remain in defiance of the Federal Government’s directive. With the formal communication issued, they are now expected to adhere to the policy and conclude their service tenure as mandated.
